Tax reports don't show amount or total

In the table at admin/store/reports/tax, the columns "Total taxable amount" and "Total tax collected" are both empty, and the row at the bottom showing the totals is also empty. This is because of improper data passed to theme_table() in the D7 port. Patch corrects this.
