CVS $Id tag in core [#1166806]

A CVS-like $Id tag snuck into core when #766624: Dashboard lacks rtl styling was committed last month. This patch fixes it. Patch works for D8 and D7.

Those D7 $Id$ tags aren't even legacy code - they were *added* to D7 just last month! Sigh. D7 patch looks good to me, it applies and I didn't find any other instances of 'Id' as of today.
