Patch adds comment_notify_allow_mail() that checks if we are in debug mode, and if so, lets other modules to return allow/deny on sending mail.

This allows setting in dev/ stage comment notify to debug mode, and still be able to test the notifications on a white list of users.

Maybe a better solution would be https://drupal.org/project/reroute_email after all. Still, I'll keep it open.

Interesting idea, but yes, there are other modules for this that are better and more generic.
