I've installed the latest beta of Omega. Drush Help says that there is a drush command "omega-subtheme", and I can view the help for that command. If I try to run

drush omega-subtheme "My Theme"

Drush returns the error "The drush command 'omega-subtheme' could not be found.

This is a very common issue.

You should run drush from within site's folder, e. g. drupal-7.15/sites/example.com
