At a first glance #8 seems to work. The UI is located at admin/config/development/add-to-head.

Noticed that using localization the language prefix in the path should be omitted to work. Probably this is also the case with the D6 version? Not a big deal.

Just make sure that you set a "Path prefix language code" for the default language. This works for both versions.

BTW, nouriassafi, thanks very much for doing this. There's nothing else vaguely like this on D7 AFAICS and it's a much more elegant solution than anything else I could have come up with in a short time frame. So you porting this has been a great help.

Sorry for the delay in this - Thank you so much to nouriassafi for his work here! I have merged his sandbox into master, applied a few improvements of my own (minor really), branched for a 7.x-1.x-dev and tagged a 7.x-1.1 released.

This is probably not the approved update procedure, but I just downloaded the new version on top of the old and it seems to be functioning properly.

I should think a better update from sandbox to live would be to uninstall the sandbox version first, but i was on a dev site and wanted to see what would happen -- and nothing (visibly) broke. I.e., don't do as I did -- uninstall the old, delete, then dl & install the new.
