If I go to Download & Extend > Modules, filter by compatibility = 7.x and sort by "Most installed", the sorting is done based on total number of installs, not number of installs for 7.x, which I think most people would expect. That's why I classified this a bug, although you might consider it a feature request.
The same of course applies to the pages for themes and installation profiles.

kristofferwiklund commentedI was going to report this my self and wrote a issue for it but did a search before. So I found this. But this is my comment:
When I go to the list of modules and filter by all drupal 7 modules and sort by most installed I get a list of modules sorted by most installed for all versions.
For example:
CCK has 235 000 sites but only 26 000 for Drupal 7
Libraries API has 174 000 sites but 147 000 for Drupal 7.
This means that CCK will be listed before Libraries.
I want to have it like if I filter by Drupal 7 the Most installed sorting order should respect the filter and sort according to Drupal 7 usage.
This would greatly help when finding good modules. Because I often try to find modules for my problem using modules that other people using (high usage means that it has solve that problem for others). But often the list of module I get in the search are deceptive as old Drupal 6 modules (with non or very lof drupal 7 usage) get higher position than a new drupal 7 module (with okay usage stats).
And from the example above the CCK module should be investigated for new developer because it is so popular.
Finding Drupal 8 modules sorting by most installed will not work until 1-2 years after final drupal 8 release when most people is using Drupal 8 and the overal module stats are okay.

dwwThis is the same problem as described at #377736: Module filter or sort by release should impact what information is displayed...
