There already is a Twitter Bootstrap project: http://drupal.org/project/twitter_bootstrap

The problem with it seems to be that Bootstrap is licensed under the Apache v2 license which is not compatible with Drupal's GPL v2, therefore you can't distribute Bootstrap via drupal.org. See http://drupal.org/node/1255934
