If I create an account and give it certain admin rights, I want that menu bar that appears for the Admin to appear for that user with admin privileges. I can't find a way to make it appear. Am I missing something?

Do you mean the black admin menu at the top of the page? You have to make sure when you create/edit the user profile, the "administrator" checkbox in Roles is on.
