A user on drupalcommerce.org posted a help request for *non-cumulative* VAT tax rates. I can't figure out how to help them. It seems like VAT tax rates are always applied on top of each other. (A second VAT is applied against the total of the product price + the first VAT).

Related: #1293056: Cumulative Sales Tax Calculation (as with Quebec Sales Tax), where the desire is for *sales tax* to be cumulative.

It seems we'll have to discriminate between cumulative and non-cumulative taxes somehow.

Looks like this got settled in the thread there. We also have since added a Rules action to remove any VATs that might already be applied to a price, making it even more flexible. : )
