project_release has a dependency on upload, but this module is not present in either the latest stable or dev releases of core
Not sure if this is a bug report or support request, lets see if anyone can shed some light

Previous work has removed the dependency, and I can't find any leftover code referencing upload module. It still isn't working on D7, #1609382: Port release files with extra metadata to D7 is about building up a new way to keep track of files.
