Here's a screenshot to show some of the broken parts. In this case, the tabs to look at block settings for different themes aren't rendered properly.

Internet Explorer 6 is a very old browser!

My hints to you:
1. Use the Drupal-Module "No IE6" (http://drupal.org/project/noie6), then you have no trouble with users (with UID > 1), that use IE6.
2. Please use (Portable-) Firefox (or IE9 (or on older windows-versions IE8)) or ... .

Well, Drupal 7 still supports IE6, unfortunately. So this is a legit bug report.

IE6 is no longer supported by Microsoft https://support.microsoft.com/en-us/gp/microsoft-internet-explorer. Why should Drupal support it?

Drupal 7 still supports IE6, we can't drop support part-way through a major release. If anyone is interested in fixing this then please submit a patch.
