When a person proposes a group it is approved right away
Let folks comment on a group's status in a meta group discussion could be moved to a "Meta" page to hide it from most visitors to the group.
At the end of the voting period, the group would be approved
A new "flag as inappropriate" with the Flag module and a corresponding view that works on groups to help limit "scams and NSFW"

I updated the issue summary based on what I think is the current intention of that section. Notable changes:
* there is no approval
* comments on group approval should be separate, I propose using "meta" for the tab to discourage use of the comments there for "talk"
* I removed the idea of voting on the group, in this case I don't think it would be super helpful beyond the comments
* I limited flag as inappropriate to groups since we likely will have a separate solution for nodes/comments. We might eliminate this all together

Also re-titling since this is step 4 in that plan.

I think this is effectively fixed now. Groups that haven't been approved have a message at the top inviting them to start the approval process whenever they want, and we don't have any backlog of groups awaiting approval.
