You can achieve this by checking "Reduce strings to letters and numbers" on settings page (admin/config/search/path/settings).

I have tested this and it worked fine.

Another way to go about it, is to use the Transliteration option, which will turn your Unicode double-quotes into US-ASCII double-quotes, which will then be handled by Pathauto's character filter.
