There is not settings yet.
If you use 7.x-1.x and the latest pdf.js from git, "automatic zoom" is the default condition.

I checked pdf.js code and tested locally.

Automatic Zoom

auto scale is the default setting indeed.

Maybe check cache and other JS lib you are using together.
