Port views_sparkline to D7

Eeek. I thought this was already done, but apparently not. ;) We need this for #1998044: Port issue metric sparklines in statistics block on project pages to D7

Initial patch, lots todo still.

A new patch, not yet finished, but it seems d.o could be moving to use charts_graphs, views_charts and charts_graphs_flot. So stopping the port for now (I end up here based on the current tags).

Ugh, whoops. The issue that caused me to tag this has been postponed for d.o 7.1:

It's great if volunteers want to work on this, and if it's done before we launch, we can hopefully include it, but it shouldn't be a priority for the upgrade team...

I've taken the patch from #5 and pushed it on further. This gets the Views UI working a bit better (it's still ugly) and fixes a number of notices/warnings. Suspect that this needs work still.

Good time to look at this patch again.

Looking at #1556468: Visualize project issue metrics on project pages and migration drupal.org to D7. Hopefully that can help put some more resources into upgrading this module.
