This is question is more appropriate for VoIP Phone as that module deals with VoIP browser clients. In the future we plan to implement new Twilio WebRTC as part of that module.

WebRTC is just a standard that enables web browsers to make and receive voice calls. While WebRTC as a standard is free, the phone calls are not and this is what Twilio actually charges you.
