Drupal is open source so how can module developers like the one behind Pay To publish justify charging 175 dollars to purchase their module
when in order for it to work it must run off the hard work of the coding drupal community who created the core!? Especially runs off VIEWS
which doesn't cost anything to use but your time.

Each module developer is free to charge whatever they like. Drupal being open source does not effect the pricing model in any way, shape, or form. When you buy the module however, the code would also viewable to you assuming it conforms to the licensing agreement.

Many of the best Wordpress modules have licensing fees. So with Joomla. In the Drupal world paid modules are rare, which is a tribute to the generosity of the community. However, so much time and skill goes into building and maintaining some of the the large modules that the people who build them do have to get some kind of payback, financially, to make it possible (usually by being able to charge higher rates for development and consultancy owing to the credibility their voluntary work gives them). Almost no one can afford to work entirely for free. In the case of Views in Core, this is a very big project, and many of us (321 as of now http://www.angrydonuts.com/help-fund-views-in-core) have donated money to help make it possible without the need for a licensing fee. So when compared with the other big two CMSs Drupal is the most generous in terms of giving away software (and I would say in the amount of free tutorials, documentation, and support).

ok I get it, just unfortunate the one module I really want is going to cost me but I might see if I can at least get a trial.
