Write sql script to move issues out of Webmasters queue

For #1833656: Move content moderation queues out of Webmasters to separate project and #1706492: Cleaning up list of Components in Webmasters project we need an sql script to move part of issues out of Webmasters queue and rename some Webmasters queue components.
Example of similar script can be found here: #1666886: Please help with renaming components of existing issues

Webmasters: Groups.drupal.org -> Groups.drupal.org: Other
Webmasters: Project applications -> Project applications: other
The rest of orphaned issues -> Other

TO-DOs after script run:
1. Delete components from Webmasters: Content moderation, Drupal books, Front page promotion, Planet Drupal, Marketplace listing, Drupal training list, Localize.drupal.org
2. Rename Webmasters component Project problem to Project/Git problem
