If you have panels_everywhere enabled, Drupal will not hook into preprocess_page, therefore here a patch to change sweaver.module from preprocess_page to preprocess_html.

The patch didn't apply cleanly for me, so here's a new patch. Also, I changed the line "Implements hook_preprocess_page" to reflect the change.

Lets test this. Although I believe the problem is that other failures in Sweaver prevent anything else from passing the automatic tests.
