Grant kscheirer the "Git administrator" user role

kscheirer has volunteered to help out as code review administrator in the project application issue queue. He has been very active recently, has a good understanding of the process and knows about security problems that we want to catch when reviewing applications. I met him at Drupalcon Portland and he seems to be a trustworthy person that knows a lot about the Drupal community and maintaining projects on drupal.org

I will continue to help him and have an eye on project applications he approves in the beginning. I think he is ready to.
