Domain Access : Unchecked Send to all affiliates option give Access Denied

In a node form with domain settings, we have:

Publishing options:

[ ] Send to all affiliates
Select if this content can be shown to all affiliates. This setting will override the options below, but you must still select a domain that "owns" this content.

Publish to: *
[ ] Domain 1
[ ] Domain 2
[ ] Domain 3
[ ] Domain 4
Select which affiliates can access this content.

It seems that the Publish to field determines which domains I can access the content on, which is working correctly. The part which I am not clear on is the Send to all affiliates shown above the Publish to. The description suggests that if I check this box, it is same as checking all the domains in the Publish to list, but this is not the case. I found if I check the Send to all affiliates box, then I still need to select the domains I want to access the content on using the Publish to list. I think the meaning of This setting will override the options below makes me think it works this way, but perhaps this is wrong ?

Is this a bug or this issue is coming due to any conflict.

I am also using workflow module in this. Currently I am using "Send to all affiliates" option as required field in every content type because not getting solution for this option. Drupalers, please help me to resolve this issue.
