I can guess what discussions went into the new Block management pages for D8, but you've made it so that in order to manage blocks, I have to split my time between two screens, and at least in my first impression, the division between what I can edit on the first screen vs. the second screen is not obvious. I found the whole process very very confusing, and I hope this little story helps you understand where I'm coming from... I think it needs some serious usability work.

Basically, I wanted to add a new custom block and put it somewhere, and then I might want to edit the text I put in the block or change the placement. Here is what I went through:

I went to Structure / Blocks. There is no Add Block link, only a "+ Place blocks". Huh? I need to create one, hmmm... Well, let's try Place Blocks because that is where the Add Block link use to be.

OK, now there is an Add Custom Block link... Clear enough.... I add the block. Hmmm... In D7 I could add and define placement all in one go, but that isn't there. OK.... Go ahead and save.

OK, now I'm suddenly presented with the placement information. Good, I do that.

Now I'm back -- but not on the Place Blocks screen where I was, but back on the first Blocks page, which is a bit disconcerting to say the least!

Now later on, I want to edit the block or override the title, or change the placement... On the main Blocks screen, my options are Delete and Configure. What does delete mean here -- am I really deleting the block I created, or just turning it off?

Then I look at what is on the "+ Place Blocks" screen. There I have options for Place Block and Edit. Place Block takes me to the same screen as Configure did on the main Blocks screen. HUH??? And on Edit, I can click a Delete button. Is that the same as the Delete on the main Blocks screen, and if so, why is that option on the main Blocks screen and not on the Place Blocks screen along with Edit?

The whole thing was just really confusing. Plus, it takes me much more clicking around than it would have in Drupal 7 to accomplish the same tasks -- there Configure was both Edit and Configure, and there was just one Blocks screen, so everything was in the same place... which may have been confusing to some people, but this is even more so IMO.

Furthermore: Every time I click Edit from the Block Place screen, after finishing it takes me back to the main Blocks page. That is wrong.
