After copying the bootstrap theme files into my themes directory, it shows up in the Appearances configuration screen. But clicking enable gives the log message "The bootstrap theme was not found." I wish I could give more detail, but the d8 install was completely vanilla, and freshly installed, and the bootstrap theme was the first thing I added.

i ran into this issue, you need to the enable the theme first, then set it as the default theme.
