The registration_waitlist module seems to be looking for the wrong error string to know if a registration is full.

The functions registration_waitlist_registration_status_alter and registration_waitlist_is_active are looking for an error string "insufficient slots remaining". However, the registration module uses "insufficient spaces remaining".

Once I changed registration_waitlist to look for "insufficient spaces remaining" it seemed to work, although it's not exactly clear to me what constitutes success for registration/commerce_registration.
