The Webform module only has a few field types out of the box, so it should not be too hard to build a script to convert webforms to entityform.

I am in favor but don't have time to work on it right now. I would be interested in helping out where I can.

Would it make sense to make a sandbox (or full) project for this for first? I assume this would a sub module or its own module like entityform_webform_import. Then it could be easily moved into this project or be promoted to its own full project.

I personally don't have time to take this on right now and the request has been open for 2 years so I assume no one else has the time or inclination to take this on.
