Add Rules Action - fetch CiviCRM entity by property

This is a new action to fetch CiviCRM entities from rules - allowing filtering on lists of entities - for example on relationship.edit get a list of all the active relationships for a contact so that you can check for the presence of a particular relationship (will blog to document on fuzion.co.nz)
