Hi,
The menus are not getting listed in the "Menus" page. We have five default menus created during the installation, i cannot see any menu in the menus list page. But if i try to access the manage page( admin/structure/menu/manage/tools ) for Tools menu i was able to see the list of menu links. I tried to debugg the menu_get_menus() function and its returning an empty array.

I tried this on latest dev version and i can't reproduce it. Seems to be ok.

On a local instance of Drupal, I created a new menu and added a link to it. Navigated away from the page then went back to menu admin page and my test menu was still there.
Not able to reproduce: seems to work as expected.
