Based on #268374: "Jump to" links are broken on multi-page issues I think we need a solution to fix the links on the dashboard.

As #268374: "Jump to" links are broken on multi-page issues in RTCB status, I implemented the same solution in "tracker_user" block. The patch is attached, please review it.
