By publishing a 7.x-1.x-dev branch you'll be able to have people associate issue to the dev version. If you don't want to show a dev version just hide it on the administer releases portion of the project page but at least people can then file issues / patches marked against the latest code in git.

Ok, I didn't know I could add a dev release without having it show up on the project page. I've added it now. It doesn't show up in the Version dropdown on this issue yet, but I guess that is a cache issue.
