gisle@dddave, the procedure for permission to create full projects, allows for the applicant to take over an abandoned module. Please see the procedures listed under the heading Abandoned Module Applications. This is the route that heddn require the applicant to follow in this review. (The text he uses is the "standard" text used by reviewers in situation like this, so you will probably see more of this in the future.)
Ajax Regions have all the signs of being abandoned (unresponsive maintainer, no official release, no commits in two years), and needs a new maintainer, and AFAIK, it is OK that the new maintainer gets the "job" through the procedure for permission to create full projects.
For avoidance of misunderstanding: In the case when a "full project permission" applicant takes over and becomes the new maintainer of an abandoned module, the procedure of applying for permission to create full projects is not short-circuited. The applicant is still mentored and his code is reviewed. The only difference is that what we review is no longer a sandbox, but already a full project. However, the applicant shall not create a full release until the project is properly reviewed and RTBC, and given an extra check by a git admin.
I therefore suggest that ownership of the Ajax Regions is given to FeintEars.

dddave commentedProject transferred. Sorry this got lost. I was to ask tvn about the procedure in a cade like this but forgot over time. I think we should add a sentence to the docs explaining what to do if a "novice" user steps up to maintain an abandoned module.
