chx informed me the other day that the current feeling is that while the migrate/migrate_drupal infrastructure will ship with Drupal 8.0.0, we will start with the upgrade UI in contrib, to be merged into core at a later date. I've created a sandbox for this contrib module, named migrate_upgrade, at https://drupal.org/sandbox/mikeryan/2271813. I am working on it against core 8.x rather than the IMP sandbox at the moment, and it's not quite functional (I'm sure there's been some drift in the past few weeks to account for). Once the contrib module is functional, we should remove the UI stuff from the IMP sandbox.

Nothing left to do here. UI is in contrib at this point and in the future it will go to core.
