When creating a new account, the welcome email is not sent to the user. An error is given that the reply-to was not set.

The expected behavior is that the welcome email is successfully sent with a proper reply-to header.

From the New User's POV:
- create a new account.
- On success I receive an error:

Unable to send e-mail. Contact the site administrator if the problem persists.

- Confirmed. The email is not received by the newly registered user.

As an administrator the error in the log is:

Error sending e-mail (from user1@example.com to user2@example.com with reply-to not set).

Severity Error

I confirmed a proper administrator email is set at:
http://drupal8.dev/admin/config/system/site-information

Environment Details:
Up-to-date d8.dev version running on http://drupal.org/project/vdd

When I test the scenario on Drupal8 git hash: 5799dfdc0c5d4c55d0756d802d202b4c6b9b0c56
on Acquia dev desktop with PHP 5.4.15, I cannot reproduce the issue.
I have tested both with a reply-to value declared and not declared and when the "Who can register for an account" option is set to " Visitors, but administrator approval is required" and "Visitors" on admin/config/people/accounts
and there is no error message displayed on the screen.
I have checked /admin/reports/dblog and there are no related error messages of any kind

I tried reproducing this again on a clean D9 install and this works as expected.

Thanks for the quick testing @cmsproducer back in 2014 so we know it was probably not a problem on every install too.

Closing this as outdated, if there still is a way to reproduce this please feel free to re-open this issue.
