Description for "Force password change at next login"

"Force password change at next login" is untrue if the user is already logged in. It is more accurately "Force password change at next page request". I did not realize this behavior as a module user until looking at the code.

This patch adds a description clarifying the behavior, which is similar to the text in the administration pages.
