Problem/Motivation

The 7.x-3.x branch's Account Info Settings Form has two new credentials fields ('user id' and 'token secret') and provides no information to the administrative user as to where to find or create these credentials.

Proposed resolution

Add a '#description' element to the $form['account_info']['title'] element with a link to the Smartling dashboard and instruction to click on the 'API' top menu item.
