Problem/Motivation

Updating to D10 results in site-breaking error (Circular reference detected for service "router.route_provider").

Steps to reproduce

1. Remove the working module version 1.0.0 on D9
2. Update website to D10
3. Add the module back to the website with version 1.1.0
4. Go to any page (regular or admin) where the error will be displayed.
