I just tried installing with the Drupal(minimal) install profile. Just after that, I tried to enable the toolbar module. I got a PDO exception saying that the table menu_custom doesn't exist.

As a fix, adding the menu module to the toolbar module requirements list.

This issue should stay closed. #510368: Should toolbar depend on menu module? (for menu_custom table) resolved the problem.
