When a user gets a default 404 error page, they have two options to navigate away from the page: to use browser's back button or to click site logo (if is is present) to go to the front page. And if there is no logo, user ends up on a page without a single link.

Both 403 and 404 error pages should have the 'Home' link to take user to the front page.
