For example, if you disable the taxonomy smartqueue module, the queue is left enabled, but the module isn't present to invoke its hooks. We should disable these queues on behalf of their owning modules when they are disabled.

Preliminary patch that implements the hooks to achievie this, but.. shouldn't we have a way to know if a queue is enabled/disabled first? :)
