Remove unneccessary properties from MENU_DEFAULT_LOCAL_TASK menu items [#871056]

Page, file and access properties do not need to be provided for MENU_DEFAULT_LOCAL_TASK menu items, as they are inherited.

This patch means that use of MENU_DEFAULT_LOCAL_TASK is consistent in core.
