Pass thread_id as context to hook_privatemsg_block_message() [#883670]

This passes the thread_id to hook_privatemsg_block_message() implementations and allows them to figure out if this is a reply or a new thread.

Required for #69856: Message limits and #865322: 'Reply only' rules.

Patch is simple and doesn't break compatibility with existing implementations.

Will test this patch, but I'm not exactly sure what I'm testing.... I'm assuming that I pretty much won't notice any difference in functionality with this patch alone, but as long as we're not getting new errors on normal Private Message stuff it should be fine.
