So. Still at the DC CPH code sprint, and I'm trying to test the D6->D7 upgrade path in an attempt to debug/test #706842: "taxo as field" update broken + wipes some node/term associations . I was using an existing D6 site installation that had quite a few contrib modules installed. The upgrade bailed with the following error.
Call to undefined function locale_language_negotiation_info() in /home/tom/workspace/d7/modules/locale/locale.install on line 89
The following patch resolved the issue for me.
Apologies if this not a critical issue, but it was definitely critical on my site as I could not get all the way to the end of the update process without this patch.

catchDoes that site have locale module enabled? I'm a bit surprised it wasn't loaded at all when that function runs.

floretan commentedI'm having the same problem updating a site that had the locale module enabled at some point. We only check that the 'language_negotiation' variable is set, but not that the locale module is still enabled. Loading locale.module does fix the problem.

webchickCommitted to HEAD, thanks!

mrfelton commentedThis site had locale installed at one point. However, the module was disabled and not being used any more. The module had not been uninstalled, and installing it before running the upgrade resolved the issue.
There is no mention in the upgrade notes about being required to uninstall modules that you are not using prior to upgrading. And, really, that shouldn't be a requirement either.
EDIT: seems webchick beat me to it :)
