Textarea element should not have a value attribute

When converting the attributes in theme_textarea() to an array, the #value was mistakenly added as an attribute.

Currently:
<textarea value="value">value</textarea>

Should just be:
<textarea>value</textarea>

Patch removes the value attribute.
