In Bartik, blocks in the footer region have "overflow: hidden". This cuts off contextual links if a block has a small height, as the default "Powered by Drupal" block has. See attached screenshots.

Attached one-line patch just removes the overflow: hidden. I could not think of a valid reason on why we need overflow: hidden here.
