1. When the most recently created poll is closed, the youngest poll that is still open will appear in the block.

2. When all polls including the most recent one are closed, the Most Recent Polls block does not appear.

I'm not sure if this is intended, 1 seems pretty sensible, though not reflecting the block title. IMHO point 2 is undesirable.

In drupal 6 the Poll block shows both open and closed polls.

This patch changes the block title to "Latest Poll" and displays the most recent poll whether it's Open or Closed. Also modified the test to reflect those changes.

It is not a bug, this behavior exists since drupal 5.x may be the block title needs some change. IMO this issue to be marked as "works as designed".

I agree, this is the intended behavior for the "Poll" block. If you would like to change it, then it should be a feature request for D8.

Also, please take into consideration #1266336: Modernize Poll module, maybe you could post this request over there so it will be taken into consideration during the poll rewrite :)
