Re-add the taxonomy term and vocabulary meta tag UI

I can confirm this: There are no meta tags on taxonomy pages (the canonical URL works though). I tried to make a "Custom pages meta tags" with Path: "category/*"... but it didn't help.
Normal pages work fine, displaying both description, keywords and canonical URL.

Moving to a feature request since this is not really a bug. It would be nice to get this in relatively soon, but it shouldn't block 6.x-1.12.

Gah, I just noticed this is a UI regression for 6.x-1.11. Marking as a release blocker. Also merging in #916722: taxonomy -> metatags and keywords show only the standard tags.

GAH! If you enable the nodewords_admin module, you get the forms on taxonomies and vocabularies! So it's the nodewords_admin module that adds a 'Meta tag' fieldset to taxonomy and vocabulary forms, while the nodewords_ui module adds the fieldset to node and user forms. GAH! We need to move the 'individual' editing fieldsets all to nodewords_ui.

This module split makes no sense at all...

And surprise! Neither of these fieldsets were under any access control at all.

Needs to be re-rolled against the latest 6.x-1.x codebase.

This was only relevant for what is now the 6.x-2.x branch, it is no longer relevant for 6.x-1.x.
