Quick patch to make the alt attribute provide the same level of detail as the title attribute, per @mgifford in #520704-19: How should theme_image() deal with screen readers not reading the image title attribute?.

$status_short will end up being one of the following for incompatible modules:

- Incompatible with this version of Drupal core.
- Incompatible with this version of PHP

Thanks for rolling this patch, looks great. I've never noticed this bug myself, but I would be annoyed the first time I did while doing site building / administration :)
