Followup to #699848: admin/by-task is confusing since it lacks links to config pages and looks similar to admin/config and friends:

In the committed patch, @catch made the "Comment" local task show up on the admin listing at admin/index using MENU_LOCAL_TASK | MENU_NORMAL_ITEM. We should make sure that's the right way to do that and then add certain other local tasks throughout core as well (the "Roles" and "Permissions" page being a couple obvious ones) to make this page a more complete index.

Here's a patch adding "Roles" and "Permissions", and also using a slightly cleaner set of flags to label the menu items.

Note that a side effect of what is already in core for the Comment page (and what's added for Roles and Permissions here) is that these local tasks now show in the tree provided by the menu module, at admin/structure/menu/manage/management. Which means you can move them around to different places in the menu tree if you want to - even though they are local tasks. I tried that briefly and (impressively) it seemed to work just fine without anything breaking; the local tasks stays where it is, but a new menu link shows up in the place you drag it to.

I'm also attaching a screenshot showing what the new User module section on admin/index looks like with Roles and Permissions added to it.

Working and usefull !

Account settings should also tell user that it's there that we can add custom fields (through Fields) to users.

Also,

There should be a link in admin/structure for people and adding Fields to their profile.
It's a part of the structure of course.

Looking at D10, there are no links for "Roles" and "Permissions" in the Administration menu (nor at admin/index), only "Comments" (as mentioned here in the IS). According to the backport policy, I think we need to move this to D10 and only then backport it.

Version: 10.1.x-dev » 11.x-dev

Drupal core is moving towards using a “main” branch. As an interim step, a new 11.x branch has been opened, as Drupal.org infrastructure cannot currently fully support a branch named main. New developments and disruptive changes should now be targeted for the 11.x branch, which currently accepts only minor-version allowed changes. For more information, see the Drupal core minor version schedule and the Allowed changes during the Drupal core release cycle.

Version: 11.x-dev » main

Drupal core is now using the main branch as the primary development branch. New developments and disruptive changes should now be targeted to the main branch.
