On the homepage, the Home tab is li.active a.active, and yet it still doesn't receive the active styling.
I'm attaching two patches. One just adds styling for a.active, the other adds more combinations that might occur.

I rolled this strait in with #845834: Fix Bartiks Header because its totally borked, if we can save a re-roll of that massive patch that would be good. There also seemed to be the same issue with the .featured background active color as well, so I cleaned that up too.

I hope you don't mind tim, I just so sick of re-rolling patches after 2 years on D7... I took the minimal fix in the first patch.
