Revealed via #256827: Various bugs in theme_item_list() and most likely introduced by the (IIRC) automated mega patch in #572618: All theme functions should take a single argument to make preprocess sane and meaningful:

There are a couple of theme() invocations, which pass either entirely bogus values (invalid/unexpected data types) or needless default variable values.

I've grepped for all theme() invocations throughout core and fixed all that I found.
