Some recent change in Bartik made the tabs in IE7 very ugly, see screenshot.

Patch attached.

Added one line to make things work again.
Changed another line to make things consistent.
Hopefully quickfix.

I'm pretty sure I fixed this at some point, either in the Tabs (the IE + RTL fixes patch) or other (sorry, I can't recall just now).
